Amīr al-mu’minīn, peace be upon him, said: The most capable of pardoning is he who is the most powerful to punish. ٥٢. وَقَالَ (عليه السلام): أَوْلَى النَّاسِ بِالْعَفْوِ أَقْدَرُهُمْ عَلَى الْعُقُوبَةِ. Similar narrations Mīzān al-Ḥikma #2970 Imam al-Husayn (AS) said, ‘Verily the most forgiving of people is he who pardons when having the power to punish. Ghurar al-Ḥikam #6487 Imam Ali (AS) said, Of all people, the most behoving of [granting] forgiveness is the one who has the greatest power to punish.
