Ali ibn Ibrahim has narrated from his father from Ibn Abi ‘Umayr from ‘Umar ibn ’Udhaynah from Abu ‘Abdillah (a.s.) who said “Allah created the Will by itself, then He created all things by the Will.” 4ـ عَلِيُّ بْنُ إِبْرَاهِيمَ عَنْ أَبِيهِ عَنِ ابْنِ أَبِي عُمَيْرٍ عَنْ عُمَرَ بْنِ أُذَيْنَةَ عَنْ أَبِي عَبْدِ الله (عَلَيْهِ السَّلام) قَالَ خَلَقَ الله الْمَشِيئَةَ بِنَفْسِهَا ثُمَّ خَلَقَ الاشْيَاءَ بِالْمَشِيئَةِ. Similar narrations Muʿjam al-Aḥādīth al-Muʿtabara #472 Allah created the Will on its own (by itself). Then He created the things through (the intermediacy of) the Will. Al-Tawḥīd #398 “Allah created the Divine Will before all things.
