2. He said: Abul Qasim Ja’far ibn Muhammad ibn Qawlawayh, may Allah be pleased with him, reported to me from his father, from Sa’d ibn Abdillah, from Ahmad ibn Muhammad ibn Isa, from al-Husayn ibn Saeed, from Yasir, from Abdul Hasan al-Ridha, ‘Ali ibn Musa, peace be upon him, who said
"When the rulers utter lies, the rains are withheld. And when the monarch is oppressive, the country is weakened and when Zakat is withheld, the livestock (upon which Zakat has been due) suffer death."
2 - قال: أخبرني أبو القاسم جعفر بن محمد بن قولويه رضي الله عنه قال: حدثني أبي، عن سعد بن عبد الله، عن أحمد بن محمد بن عيسى، عن الحسين بن سعيد، عن ياسر، عن أبي الحسن الرضا علي بن موسى عليهما السلام قال
إذا كذب الولاة حبس المطر ، وإذا جار السلطان هانت الدولة ، وإذا حبست الزكاة ماتت المواشي .
