Imam Ali (AS) said, One who frightens you [from committing sins] in order to protect you [from punishment] is better than one who gives you a [false] sense of security on order that you may become frightened.
الإمامُ عليٌّ (عَلَيهِ الّسَلامُ) : مَنْ أخافَكَ لِكَى يُؤْمِنَكَ خَيْرٌ لَكَ مِمَّنْ يُؤْمِنُكَ لِكَىْ يُخيفَكَ
